History
Williamson County Municipal Utility District No. 23 (the “District”) was created by an Order of the Texas Commission on Environmental Quality (the “Commission”) effective January 25, 2008, in accordance with the Constitution of the State of Texas and Chapter 54 of the Texas Water Code. The District’s Board of Directors held its first meeting on November 11, 2013. The District sold its first bonds on January 23, 2018.

Board Members
The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District, who manage and supervise all affairs of the District. Board members must either own property within the District or be a registered voter within the District. Each Board member is elected to serve a staggered four (4) year term. The District’s current Board members are as follows:
- Ryan Davis, President, Term Expiration: May 2030
- Michael Connaker, Vice President, Term Expiration: May 2030
- Ashley Villarreal, Secretary, Term Expiration: May 2030
- Roy Jennings, Asst. Secretary, Term Expiration: May 2028
- Tom Young, Asst. Secretary, Term Expiration: May 2028
